The unemployed, prisoners, 'youths', the Scottish. They'll always be someone to blame. As to why we do that in the first place blame our brain structure. We like cause and effect, dislike complexity, and have an innate tribalism. So when something bad happens (or appears to happen) we seek a cause and up pops our dislike of the other/different. It checks all our internal boxes; it's the least energy solution. Once that's in place it takes a lot more energy to get the thought process out of that rut.
