Likely: A reaction which hasn't happened, but which we're heavily implying will do in order to create a story from very little. e.g. "The BBC's decision to broadcast a flash of naked ankle will likely outrage viewers still shocked by Sachsgate". "The council's Nativity display will likely cause furore amongst the town's Muslim community, who all want to ban Christmas"
